How to fix "outside of active rating period" error?

I got this orange bubble() next to my notes, how do I fix this?

Here is how to do it:

1. First, you need to switch the active rating period back to the previous rating period for that child.

2. Then, you may create a new note and add all of the measures that you were unable to observe.

To the text field add something like "unable to rate".

OR

You may add the observation notes that you missed and tag all measures needed.

3. Before saving the note set the date to any date that falls under the previous rating period.

4. Rate all of the newly added measures as "UR".

6. Lock the child.

7. If the system did not automatically change the active rating period back, you will need to do it manually.
