How to Mark a Measure as “Unable to Rate”

To mark a measure as "Unable to Rate" (UR), you must first create an “Observation note” explaining why the measure couldn’t be observed. This ensures proper documentation (e.g., not enough time to observe, low attendance, etc.).

Step by Step

Create a Filler Note and Mark Measures as UR:

1. Go to the child’s Portfolio page and click the orange "+ Add" button.
   
2. Select the child(ren) who need the filler note.
   
3. In the Description area, write the reason the measures will receive a UR rating.
   
4. Under the Domain section:

Click "Select Domains"

Choose the specific measures you were unable to observe

Then click "Select" at the bottom of the screen to confirm

5. Once selected, you should see the measures attached to the note.
   
   
6. Choose the appropriate date for the observation.
   
7. Click Save. The note will now appear in the child’s Portfolio.
   
8. Finally, click "Rate All" to mark the attached measures as UR (Unable to Rate).

Important Reminder from DRDP Guidelines

When Should You Use "Unable to Rate" in the DRDP?

The “Unable to Rate” option should only be used in very specific situations. It’s important to understand when this selection is appropriate to ensure accurate and valid DRDP assessments.

 Valid Use of "Unable to Rate"

You should mark “Unable to Rate” only if:

• The child has been absent for an extended period of time during the four to six weeks leading up to your DRDP submission.
  
  
• The extended absence made it impossible to gather enough information to confidently rate the child on a specific measure.
  
  

 What Does Not Qualify for "Unable to Rate"

The following reasons are not valid for selecting “Unable to Rate”:

• You did not have enough time to observe the child.
  
  
• You feel you don’t have enough information for a measure.
  
  
• The child has a disability or the severity of a disability makes the skill difficult to observe.
  
  

Tip: The DRDP is designed to include all children. For children with disabilities or delays, you should use the “Responding Earlier” level unless the child demonstrates skills at a higher level.

Best Practice

If you are unsure whether a child meets a measure, always consider using the earliest developmental level (“Responding Earlier”) before choosing “Unable to Rate.”

Using “Unable to Rate” too often or inappropriately may lead to incomplete or inaccurate assessment results.
